i think eharmony.com. my parents are divorced and they have both met their girlfriend/boyfriend on that site. they have both been dating the person they met off that site for many months now.

Are you old enough to be looking for a soul mate? If so, then you could try any of them, but you do have to be careful as there are some weirdos out there. In meeting someone for the first time, it is best that you both take your own transportation and get together at a coffee shop or for lunch to get acquainted a bit and see whether you would be compatible.
Have you tried the grocery late at night? They say singles do a lot of their shopping late, but have to watch out for thieves in the parking lot so make sure you park nearby in lighted area.
Church is a good place to meet people who want to find soul mates. Or at gyms if you like to exercise. Let your friends know you are interested in dating and they may fix you up with someone. Assume you are not in school as that is another place where couples meet and mingle. Some cities have singles dances and events and you could get there.
