Is a newspaper cosidered an International marriage broker?

I met my fiance through metrimonial ad in a newspaper in Asia. Now I need to file a petition for fiance visa to bring her to USA(Form I-129F). Question 19 ask if I met my fiance through services of IMB. I did pay a fee to place an ad in the paper in India. or is the IMBRA act only for online dating websites?

i would say no. the answer would be no.
everybody pays a fee to place an add in the paper, weather you are buying a car or selling a tractor. whats the difference.

no a newspaper is merely a venue for the advertisement. The broker would be the agency that placed the ad. If it was a personal ad then you met through a personal ad
